Mohammad Farrukh Raza
Founder & Managing Director
Farrukh brings on board exceptionally rich experience across various sectors of the Islamic finance industry where he has led many pioneering Islamic Finance projects in Europe, Central America, GCC and Africa. Farrukh’s experience includes advising the key stakeholders and regulatory authorities on developing the regulatory, legal and tax frameworks for implementing Islamic Finance in several markets. He has also led many market research projects and feasibility studies to launch new Islamic financial operations. Previously he has held senior roles at Islamic Bank of Britain, the first Islamic bank in Europe and also played a key role in rolling out the first Takaful company in Europe.
Farrukh holds an MBA in Strategic Management and is a member of the Chartered Institute of Marketing (UK). He is also a member of the UKIFS, Islamic Finance Experts Group (UK), Islamic Finance Commission at Paris Europlace (France), Business & Economics Committee of Muslim Council of Britain (UK) and Mosaic Network of The Prince’s Trust (UK). Farrukh is an influential industry speaker at international conferences and frequently lectures at reputed universities worldwide. He speaks several languages with excellent command on English, French and Urdu.
Dr. Shaher Abbas
Co-founder of IFAAS group and Director (Shariah Compliance and Product Development)
Shaher is co-founder of the IFAAS group and the winner of the first EFICA ‘Ethical Finance Innovation Challenge Award’ at the Global Islamic Economy Summit in Dubai 2013. He holds a PhD in Islamic finance from Durham University in the UK and a Master’s degree in Islamic Economics, Banking and Finance from Loughborough University in the UK. He is an AAOIFI Certified Shariah Advisor and Auditor (CSAA) and a CISI accredited trainer for IFQ (Islamic Finance Qualification).
Shaher has more than 10 years of hands-on experience in Shariah Compliance and Product Development across different disciplines of Islamic Finance, extensive experience in Shariah audit covering over 10 different Islamic financial institutions and has designed, developed and launched over 100 Islamic financial products in Europe, GCC and Africa. He has also conducted several feasibility and market research studies. His technical expertise has been internationally acclaimed within the Islamic financial industry and well respected amongst the leading Shariah scholars of the industry.
Being a leading figure of the Islamic finance industry, Shaher is a popular speaker and lecturer at industry events and prestigious universities including Durham University (UK), Aston University (UK) and ESC Lille (France). Shaher has advised a number of governmental bodies on Islamic finance related issues, including the Central Bank of Oman and the UK Government when he was a member of HM Treasury’s Islamic Finance Tax Technical Working Group. He was also a member of Hawkamah’s Task Force on Corporate Governance of Islamic Financial Institutions (Dubai).
Director, IFAAS France
Boubkeur started his career at GE CAPITAL ITS before joining Sungard Group where he has conducted numerous projects since 2002 in a major French investment bank. Graduated at the Ecole Nationale de Commerce (Paris BESSIERES), he has also received specialized training for 3 years in Islamic theology at the Centre for Studies and Research on Islam with the focus on Islamic financial law. He joined IFAAS as project director in 2008, where he has led many projects among others; setting up Shariah-Compliant investment funds, corporate Sukuk issuance and feasibility studies on the launch of Islamic banks in France.
He has also actively contributed in the research and development of the French tax reforms pertaining to Islamic finance. He is a member of Paris Europlace Commission for Islamic Finance and an experienced lecturer and trainer on Islamic finance subjects. Currently, he is spearheading IFAAS projects in a number of French-speaking countries across North and West Africa.
Najib Al Aswad
Najib is a seasoned professional with extensive expertise across various sectors of the Islamic financial services industry. Currently as an Associate Director at IFAAS Group, he is leading many pioneering Islamic finance projects spread from the US to Singapore.
He has advised key stakeholders including regulatory authorities on developing Islamic finance infrastructure in a number of jurisdictions. He has also developed many Islamic financial products, designed Shariah governance frameworks, evaluated & assessed Shariah non-compliance risks and delivered specialised capacity building programmes to a number of market players including Islamic banks and windows, ReTakaful providers, Microfinance companies and Islamic funds.
Najib is an AAOIFI Certified Shariah Adviser & Auditor (CSAA – Bahrain), an AAOIFI Certified Islamic Professional Accountant (CIPA – Bahrain) and an Accredited Trainer by the Chartered Institute for Securities & Investment (CISI – UK) for the Islamic Finance Qualification (IFQ). He also holds a Master’s degree (MSc) in Islamic finance from the renowned Durham University (UK), prior to which he attained a first class PGDip in Finance and Banking. Najib speaks fluent English and Arabic.
Bilal has joined IFAAS group as an Associate Director after working for over 16 years in the global financial services industry. He has provided end-to-end advisory and consultancy solutions to a number of leading consulting firms, multilateral institutions, government entities and commercial banks spread across 10 different countries and jurisdictions.
He started his career with Grant Thornton in 2000 and later held senior roles at a number of reputed institutions including the World Bank Group, Asian Development Bank, United States Agency for International Development, ShoreBank (USA), KfW Group, Swiss Development Company and Japan International Co-operation Agency. His technical expertise spans across market research and business planning, feasibility studies, product development, credit policy design, business process re-engineering, financial modelling and analysis, risk management framework and credit portfolio management.
Bilal holds an MBA from Preston Institute of Management Science and Technology and he is a Certified Public Finance Accountant, a Chartered Risk Analyst and a member of the American Bankers Association. Bilal speaks fluent English and Urdu.
